JTL’s operating strategy, as agreed at Board level is to utilise ‘services subcontracting’ as part of its delivery model. In order to provide good quality training to ensure that JTL is able to effectively respond to employer demand, build collaborative partnerships whilst reflecting local skills priorities and embedding a national employer-led offer JTL does work with delivery partners for the provision of some underpinning knowledge elements of its apprenticeship frameworks and standards.
All JTL delivery partners undergo a comprehensive due diligence process prior to any delivery taking place and are selected on the basis of their track record, type of provision delivered and location. Once approved as a JTL delivery partner, a legally binding contract is put in place and annually negotiated financial/outcome agreements established with each partner. When negotiating for delivery of underpinning knowledge, JTL will use its best endeavours to achieve value for money combined with strict assurances regarding the quality of such services thereby ensuring that costs are reasonable and proportionate.
JTL does not charge a management fee to its delivery partners, but instead subsumes the costs into its own operating costs.
JTL is committed to continual improvement in teaching, learning and assessment, both in its own direct provision and in its delivery partners’ provision. A range of activities are employed in order to do this. In terms of the delivery of underpinning knowledge specifically, the following processes are in place to help monitor quality of provision, and actively improve quality on an on-going basis thereby ensuring delivery of high-quality training.

• Compiling reports and improvement actions
It is not believed, and JTL will make every effort to avoid, any actual or perceived conflict of interest between JTL, its staff or directors and any delivery partner.
